Not realy on the long run.. For example peat absorbs ions and can make water softer. But once it is done absorbing you need to replace it with fresh material again.
It depends a little, rather soft water gets softer more easily with less input ofcourse and very hard water needs a sh#t load to be affected. But in the end it all just buffers and stays the same as the water you use to top it off with ore do water changes with. If you like stable soft water you realy need to tink of something like a RO installation etc.
