8w t5 enough light?

Hey guys I've got a seed starter green house and a spare 8w t5 aquaone aquarium light and was thinking about setting up a propagator to grow out some spare HC I have. I was wondering if the t5 unit would be enough light to grow the HC? Obviously id have the light sitting just above the top of the propagator. Here's a few pics of what I have,
