36 watts lighting over 120 litres

I have a Rio 125 and have installed a 36w T5 light with reflectors (built in unit).

lights on for 6.5 hours per day, currently no CO2, but considering adding DIY CO2 injection. substrate is ADA Amazonia(in permeable bags), topped with sand. is this substantial to grow E.Parvula?

everyone seems to be quoting low light or medium light but i cant find any classification as to what low or medium light is!!
