    Bouncer at a night club turned me on to super glue for cuts after he opened a gash above my eye some year's ago. I carry a tube of it in my tackle box for accidental cuts while cleaning fish I catch.

    Powerhead mounted to sponge filter might work fairly well for some water movement plus biological/mechanical filtration.

    I once saw such a DIY chiller made from old portable fridge. Extensive coiling(see meter's) of tubing ( plastic) inside the fridge, gave longer dwell time for cooling of water passing through the coiled tubing.

Apply the cerium oxide to the scratch with sponge or pad, and then use buffing pad on power drill or buffer to go with the grain of the scratch.     Maybe just heat the stored water a day before you need it for change's? Might look to apparatus that keep's out door water bowl's for pet's/livestock ,from freezing. Small pump, and length of hose could transport the water from storage bin to tub,bucket,or inside.
