Try reducing the lighting by two hours and increasing co2 in normal conditions you want the co2 to be a lime green. As yoube got no livestock bump it upto a light yellow :)

The general consensus is to go for the 'up inline diffuser' ive had no experience myself with them but ive only heard good reviews.

i think its trial and error. realistically if your running both tubes initially id keep it as high as possible, that way you can slowly lower it month by month and if you get any problems with algae you know the limitation.
