I'm not sure but I think I heard that floodlights take different lamps to aquarium ones, so if you bung aquarium ones in you have problems with UV or something? I'm not totally sure and I know you can use some. Also I'd think 150w over a 60L tank would cause you a lot of problems.
I wouldn't say it looks that cheap myself and I'm pretty sure it blows pretty much every other T5 unit out of the water, at least at this price range anyway. Not sure how they get them so cheap, I mean they're cheaper than arcadia for god's sake!
I can vouch for the sunpower it's crazily good, I have a 6 tube 39w over my marine tank and I know somebody keeps even the most light demanding corals under just 4 tubes!

However yes you'll be looking at Metal Halide or LED's if you want the most ripple.
Metal halides are inexpensive compared to LEDs, produce lots of heat and cost a lot to run.
LEDs are expensive, but produce hardly any heat and cost...
For the cheapest solution you want to check out the Hagen Glo-T5HO Luminaires.
You can get 2 x 39w for £50 on some sites without bulbs. Then you can choose any regular 39W T5 bulb you like!
Chances are the bulb has gone and if you are serious about plants you should replace the bulbs at least once a year anyway because they loose their spectrum.
