It all depends on how often you want to clean it I guess. Obviously after coarser medium a lot of the bigger stuff has already been removed. Using it as a prefilter it has to grab everything so will clog quicker. In a prefilter though you can change it without pulling apart the main filter.

I don't think it would actually matter how you achieve good circulation as long as you do. I would imagine the reasoning behind the 10x rule would be sufficient flow created by something that is outside of the tank and not spoiling the view.
I'm currently cycling a low tech tank using an already matured sponge filter, some old fish tank water, tetra cycle and quite densely planted and I'm still getting fairly high nitrite readings 15days in and that's without any fish.
