    Are you adding minerals to your RO or mixing it with tap water before adding it to the tank? The KH/GH seem very low.     Not sure about that, may depend on the texture of the filter, moss tends to attach to rough surfaces a lot better than smooth ones, not sure what filter you have, but you could try attaching it to the filter with fishing line..... if that is practical?! Cant see the moss attaching to the glass...
