Never used a two way splinter!
But I would run the Co2 on the regulator as normal rate or slightly above and tweak the two way splitter!
I have noticed some bubbles coming from the connection to the UP atomiser!....I think?
Take the diffusers off the spray bars and check for...
I would be very careful when you get the diffusers running properly!
You could easily overdose...and end up gassing your fish.....:banghead:;)
Bazooka may need 3 bar.....to work!
I think you would need a higher working pressure to run 2 diffusers!
A UP Atomiser needs between 2 and 3 bar to run....on some regulators!
What's the other make of diffuser your using?

If the working pressure needle is moving slightly you have a leak!
How was this issue resolved?
Can you post a link to the regulator or a couple of pictures!
If the working pressure dial is not moving I wouldn't have though you had a severe leak!
Is this regulator a adjustable model?
Is the working pressure dial moving.....fluctuating?
Have you switched the Solenoid ON?
Or the needle valve or the bubble counter connections....may not be fully tightened!
You could always do a DIY on the hang on....to use in the aquarium till you receive the other!

Have you tried turning your filter down or up a tad!
I would suggest moving the bottom part up of the skimmer nearer to the surface!
Then replace the floating part on top!

The original UP internal ceramic diffuser....cannot be changed!
You need to use household bleach to revitalise the diffuser!
