Any ideas?

Tank has been set up for about 11 days ago. This appeared about a 7 days ago and it seems to be covering the glass. It moves slightly in the current. I also have added some plants to see which ones im successful with, one seems to have some sort of algae on it that's looks like cobwebs, I'm thinking it's either algae or its dying/rotting.

The tank is only 11 days into a six week journey, stuff like this will happen. It's bacterial colonies growing around all surfaces in the tank including the plants, there is likely also hair algae growing on all these surfaces also and the bacteria is enmeshing itself in this and so becoming more visible than usual. Sweep the glass clear and manually manipulate the plants gently to get the bacteria into the water column and allow the filter to uptake that cloud of bacteria as that's where it is going to live eventually. You just have to ride the journey out and it should settle eventually.
