Please measure your NO3 to find out if you indeed have low to zero nitrates.
My guess is that your plants absorb the NO3 you dose and the cyanobacteria took advantage of it.
I am quite sure that if you keep dosing NO3 and remain consistent on mechanical cleaning the bga will go away.
Things will get even better when you introduce fish.
I had a crazy outbreak several years ago because of zero no3 , low massplant and probably high organics. I finally won the battle but it was quite difficult since i left the bga to expand a lot.
Have in mind that another "physical method" is the blackout but you really don't need this at the moment.
