Nice little set-up!
Not too cramped plant wise
Less is more as the saying goes...needs a few floating plants though!
I personally wouldn't put Cardinal/Neon Tetras in that size of tank!
Would go for something smaller in fish

I agree with the neons, I think it would look better just the betta; or maybe even green neons instead
