On my 300l I did run a DIY reactor inline from filter outlet, but don't bother anymore. Just like Zeus I atomise into my external filter inlet (Eheim 700 pro3e), don't have any issue with over gassing in filter.
You will see a flow rate increase by running two pumps in parallel with the same head, although in theory the flow rate should be doubled, in practice it is more like 1.5x. It is also common to use identical pumps.

Are you using a solenoid valve?
The reason I ask this is because sometimes the valve stem sticks!
When you close the needle valve does the flow stop?

I have open bags of aqua soil left for years in my workshop from tanks that I have stripped down. I spread the wet soil out on cardboard outside leaving it to dry, bag it up and then re use it sometime in another tank when I re-scape. Never had a problem ;)
