Bad news unfortunately 30" inside leg is too short for a Vision 180, you won't be able to reach inside and no wonder you have "embarrassment" algae with that underwear.
My planted tank is a Vision 180, with dual 35W T5 Juwel high light + reflectors, lights 6 hours only, EI dosing, CO2 injection, liquid carbon dosing, 1500l/hr external JBL filter, internal 600l/hr filter & 3200l/hr power head.
And tank looked like this, not so good now due to larger vandalising fish, who are leaving soon.
The basic issue, especially with the T5 HO (high output) tubes, is the light level is way way way way way too high for the amount of carbon & fertilisers available to the plants. Thus the plants don't have enough food, for the light level, and are dying releasing organics into the water providing a feast for the algae.

http://www.plantedtank.net/forums/showthread.php?t=105774 is a rough handy guide to light level. For Vision 180 @ 20 inches & 2 tubes + reflectors -> 120PAR at top of high light section.
Thus your system is running at high light and must be run with CO2 and fertilisers if you don't want to vaporise your plants.
So couple of ways forward.
1. Reduce light level & time to make low light/low tech. At these light levels fish poo, rotting food and maybe small doses of fertilisers will be sufficient. Plants grow slow, water changes when ever your feel happy, once every couple of weeks ? My mate runs a tank like this single T5 tube behind a diffuser (to lower light level) and doses liquid carbon, fertilisers occasionally and month water changes, if he remembers.
If you have reflectors rotate then round to deflect light away from plants. I did this when starting high tech tank. Reduce light time to say 4 hours. Put diffusing plastic over the tubes. Put aluminium foil bands around the tubes, if PAR is 120 you need is less than 40 odd to stay low light so cover 1/2 to 2/3rd the tubes.
2. Leave lights as is (may be start at 2 hours moving to 6 maybe), but move high tech. For this you will need monster filter(s) at least 1800l/hr total, though may supplemented with power heads, to ensure CO2 gets around to everywhere in the tank. The JBL17e1501 is the biggest I could find that fits comfortably in the Vision 180 cabinet. I have a fish blasting 5300l/hr in my tank.
You will need to dose daily fertilisers to enable the plants to keep up with the light level.
